VARIOUS POSITIONS, IMPROVING ECONOMIC GOVERNANCE
LIBERIA
AMEX International, Inc., a Washington, DC-based international consulting
firm, holds
and bids on major contracts with the U.S. Agency for International
Development
(USAID) to perform a variety of long- and short-term projects worldwide.
AMEX is
preparing to bid on a new 5-year project planned by USAID that will help
build the
capacity of targeted Government of Liberia (GOL) Ministries and Agencies
(M&As) to
improve economic governance. USAID has issued a draft statement of work
(SOW) for
the project, titled the Liberia Governance and Economic Management Support
Program
(GEMS Program). The GEMS program will support the GOL's capacity building
priorities which have been shaped through the Governance and Economic
Management
Assistance Program (GEMAP), of which USAID is a major partner. USAID,
through
the GEMS Program, will partner with the GOL to build on GEMAP successes
along
with other economic governance donors. The new capacity building program
will have a
broader reach than the GEMAP program, which focused on revenue-oriented
ministries,
and will support direct technical and managerial capacity building and
formal classroom
training. The Contractor (successful bidder) that will be selected to
operate the GEMS
Program will be required to build capacity using a results-oriented
approach, whereby
participating institutions will develop and maintain systems that increase
transparency
and accountability, increase efficiency, reduce expenditures, increase
revenue, and limit
opportunities for corruption. The Contractor will collaborate significantly
with GOL and
other donor partners and design a support approach that is fully integrated
with
Government of Liberia strategic frameworks. Bidders are requested to propose
programs aimed at achieving the tasks stated in the SOW. This will be a
complex
program with many issues that need to be addressed by a core staff of at
least 5 long-
term specialists based in Liberia for the 5-year duration of the program, as
well as
periodic short-term specialists. Both expat and native Liberian experts are
sought for
these long-term and short-term positions. To understand the full scope of

Specialist,
Grants and Program Management to be responsible for providing grants
management
and program management support in Department of Health and Nutrition (DHN).
S/he
will specifically be responsible for Washington, DC DHN management support,
program backstopping and grants/ financial management, oversight of
knowledge
management, and support for program/ proposal development for DHN. The Sr.
Specialist works collaboratively with the DHN Director and Deputy Director
on
strategic and operational planning, including monitoring and internal
reporting of
Priority Result 3, specific goals and objectives. REQUIRES: an Advanced
Degree in
management, business or public health; at least 7-10 years experience with
program
management with emphasis on planning, grants management and program systems;
experience in finance and grants management of USAID and other donor

He/she
will have previous experience in preparation of proposals and be able to
prepare succinct
and focused reports on program results. Demonstrated knowledge and
experience with

support.

tasks with attention to relationships, identifies and cultivates
relationships with key
stakeholders internally, cross functionally and externally establishes and
promotes trust
