ENVIRONMENTAL COMPLIANCE SPECIALIST
AFGHANISTAN
Chemonics seeks a long-term environmental compliance specialist who will be
based in
Kandahar. This position requires a specialist with demonstrated experience
preparing
USAID-funded environmental compliance documentation with thorough knowledge
of
USAID environmental compliance regulations. The purpose of RAMP UP-South is
to
create effective, responsive, democratic, transparent and accountable
municipal
governance in targeted municipalities in southern Afghanistan. RAMP UP-South
will:
(1) increase the capacity of municipal officials; (2) improve the delivery
of municipal
services to citizens in target municipalities; and (3) increase municipal
capacity to
enable, support, and sustain economic growth. The environmental compliance
specialist will manage the RAMP UP-South environmental review system,
ensuring
compliance with 22 CFR 216 requirements, project Initial Environmental
Examination
threshold decisions, and Afghan environmental laws and regulations. The
environmental compliance specialist will work with the RAMP UP-South
technical
team to complete all required environmental screening for each planned
project
activity, and will assure that environmental mitigation and monitoring plans
are
prepared and implemented for all project activities. QUALIFICATIONS:
Advance
degree in a relevant field. Minimum five years of relevant work experience
required,
including experience managing environmental impact assessments (EIAs);
experience
with USAID-funded requirements strongly preferred. Demonstrated knowledge
of
applicable USAID environmental policies and regulations. English language

*ENVIRONMENTAL SPECIALIST AND SOCIAL SCIENTIST
JUBA, SUDAN
MSI is seeking an Environmental Specialist to lead an Environmental
Assessment (EA)
of an STCM project on seasonal emergency access tracks in and around Unity
State.
This EA has been required by the Africa Bureau Environmental Officer (BEO)
to
generate detailed information on the impacts of the activity on the
environment so that
a decision can be made whether or not to proceed with the project.
Responsibilities:
Debriefing with USAID and GOSS; A draft Assessment Report addressing all the
issues
identified in the Scoping Statement to be submitted within one month after
completion
of the assessment. QUALIFICATIONS: M.S. or equivalent collegiate degree in
relevant subject area (e.g., natural resource management, resource ecology,
environmental studies, etc.); Fifteen years of progressively responsible
experience in a
development-related organization and ten years of responsible experience in
environmental assessments/ environmental impact assessments; Specialized
courses on
USAID programmatic environmental assessment and management; Level IV
English,
both oral and written, required; Broad knowledge of Sudanese culture,
politics, and
major issues in which the USAID Mission operates; Thorough understanding of
U.S.
foreign policy interests and objectives in the Sudan; Thorough knowledge of
the
