[Ccade] CPS contract

Having received zero responses to my request to comments on the CPS
contract... I went ahead and drafted my own concerns.  This is really a
draft but I tried to strike a collaborative tone.  apparently, the attorney
is not back in the office until Monday.  I am going to send this to my
attorney (hopefully no one minds) and let her know that no one has really
seen it yet.

But - PLEASE get some comments back to me.  The idea of CPS doing all of
our placements is really scary so I am just not going to sign until our
attorney at least speaks to theirs.
