The American Red Cross is seeking a Delegate, Policy and Planning, Shelter to Housing 
Integrated Recovery and Rebuilding Stimulus Program (SHIRRS).  Purpose: In response 
to the January 12 earthquake in Haiti, the American Red Cross will be implementing a 
permanent housing and neighborhood rehabilitation program (which may include the 
development of whole new subdivisions) hereinafter referred to as the Shelter to 
Housing Integrated Recovery and Rebuilding Stimulus (SHIRRS) program. We are 
seeking a skilled Planning and Policy Delegate with experience in urban and 
construction planning. This is a full time position for a minimum of one year with the 
possibility of extension.  The incumbent will be responsible for all aspects of the 
SHIRRS program planning, including strategic, tactical, recovery, and annual planning; 
and policy development and dissemination including: methods and procedures, 
identifying or developing guides and manuals, assessment and evaluation tools, criteria, 
construction standards.  The incumbent will be one of four key program officers that 
will form the initial staff of the SHIRRS program and as the program staffing scales up 
the incumbent and the other three key officers are expected to form the senior program 
staff.  In general the incumbent is expected to: Participate in the identification, design, 
and planning of appropriate housing and settlement programs, and related habitat, to 
meet the current needs, and facilitate long term development.  Assess and identify the 
shelter needs and resources available within the neighborhood, municipality and 
national government to identify appropriate housing solutions for specific communities.  
Identify and/or develop appropriate housing solutions specific to the Haiti urban 
context, reflecting land tenure customs, spatial planning and design norms, physical 
access, built environment and risk, material options and availability, public health and 
infrastructure needs for neighborhood recovery.  Work in partnership with the 
community and stakeholders to develop a community reconstruction program to meet 
the needs and facilitate the long term development of the targeted communities.  
Organize and manage with the community the planning and construction activities 
within the SHIRRS program.  Provide the strategic, tactical, and annual plans for the 
SHIRRS program.  Provide the policy development system and processes to support the 
SHIRRS program.  Specific duties and accountabilities either directly or through

Bachelor’s degree in engineering, architecture, urban planning, or relative equivalent 
years of experience, plus seven years of related experience in construction, strategic 
planning, policy analysis and management is required.  A minimum of one year 
supervisory experience is also required. A Master's degree is preferred.  Experience 
working in excel, critical path planning (or like), and project scheduling software in a 
professional capacity is necessary.  Experience of working for the Red Cross/ Red 
Crescent is preferred.  At least two years of experience working in a developing country 
is also preferred. Ability to speak French and/or Haitian Creole is preferred. Ability to

A Nuclear Fuel Cycle Specialist (P-4) is sought in Vienna.  As a member of a team 
under the direct supervision and guidance of the Head of the Nuclear Fuel Cycle and 
Materials Section, the Nuclear Fuel Cycle Specialist organizes technical meetings, 
international symposia, training programmes and workshops; prepares state-of-the-art 
reports and IAEA Nuclear Energy Series documents; and supports technical 
cooperation (TC) projects in the areas of advanced fuel recycle technologies, 
partitioning and transmutation, and options for plutonium and minor actinide 
management. REQUIRES: Ph.D. degree (or equivalent advanced degree) in analytical

A Nuclear Engineer (P-5) is sought in Vienna.  As a member of a team led by the 
Section Head, the Nuclear Engineer is involved in project activities including 
improving RR utilization through strategic and business planning, fostering the 
establishment of partnerships and networks aimed at improving operation and 
utilization standards of RRs, disseminating good practices on RR refurbishment, 
modernization and operation, coordinating studies on RR analysis and modelling, 
assisting in planning and building of new national and regional RRs and helping

A RANET (Response Assistance Network) Officer (P-4) is sought in Vienna.  
Reporting to the Response System Coordinator, the RANET Officer is a key team 
member and focal point for RANET who maintains the RANET publication, Registry 
and arrangements, and liaises with Member States regarding national assistance 
capabilities and related strategy and policies. REQUIRES: Advanced university degree 
in nuclear physics, radiation protection or equivalent studies.  7 years of work 
experience in the area of radiation emergency preparedness and response; a minimum 
of 2 years of which should involve international cooperation in emergency response.  
Experience in the preparation, conduct and evaluation of emergency exercises.

manages the processes for the development and application of systems to plan, monitor

She/he coordinates the development of programmatic policies and programmes 
affecting all sections in the Office of Nuclear Security, and also takes the lead with

Specialist reports to the Unit Head and is responsible for implementing activities 
related to providing operational radiation protection services to the IAEA's own

REQUIRES: Advanced university degree in radiation safety or physical sciences 
appropriate to the duties of the post.  At least 7 years experience in the field of 
occupational radiation protection, of which at least 3 should have been concerned with 
the provision of a technical support service for workplace monitoring.  Proven 
experience in managing staff in a laboratory environment.  Experience in working with

A Senior Safety Officer (P-5) is sought in Vienna.  The Senior Safety Officer manages 
projects, develops, organizes and implements IAEA activities on the safety of nuclear 
installations in the area of nuclear safety assessment for design and operation. He/she 
provides technical expertise and leads activities requested by Member States to enhance 
safety assessment capabilities in Member States and also promotes the development 
and use of IAEA safety standards, provides technical assistance at the request of 
Member States and supports the application of the IAEA's safety standards. 
REQUIRES: Advanced degree in engineering or physical/ nuclear sciences or 
equivalent experience, with additional in-depth knowledge of several of such 
complementary fields as: safety assessment tools, including PSA (probabilistic safety 
assessment) methods, techniques and applications; design basis accident and beyond 
design basis accident analysis methods; severe accident analysis and management 
techniques; verification, validation and application of thermal hydraulics, neutronics, 
fuels and PSA codes, which are essential for multi-disciplinary activities specific to the
